9:45 - 10:25 a.m. | New York Law Law 97: A Perspective
New York’s Local Law 97 mandates dramatic emissions reductions from the city’s largest polluters — its buildings. Dan Mastin, the energy and commissioning program manager at New York-Presbyterian, will discuss the challenges that hospitals and other large facilities face in trying to slash their carbon emissions in the near-, mid-, and long-term. How can highly efficient CHP systems, including those powered by renewable fuels, play a role? What about carbon capture technology? This session will explore what comes next as the city implements LL97 and its implications for the CHP industry.
Presenter:
-
- Dan Mastin — Energy and Commissioning Program Manager, New York-Presbyterian Hospital
- Tom Bourgeois — Director for Policy Research, Pace University Land Use Law Center

Presenter:
- Amir Ali — Director of Business Development, NES-WES
11:15 a.m. - 12 p.m. | So You Want to Sell Tax Credits? IRA Incentives for CHP
The Inflation Reduction Act’s clean energy tax credits have the potential to spur huge amounts of development, including CHP systems now and in the future with renewable fuels. In this session, Baker Tilly’s Gary Leatherman will discuss the ins and outs of qualifying for the credits, including key considerations for taxable and non-taxable entities. Gary will walk us through the steps of monetizing these credits.

12:45 - 1:15 p.m. | State of the Hydrogen Market
CHP systems powered by clean hydrogen can play a critical role in advancing the transformational decarbonization needed to meet U.S. climate goals. In this presentation, ICF’s David Jones will explore the state of the hydrogen market, including the greatest opportunities and barriers to widespread commercial use. Audiences will also learn about the implications of federal regulations governing clean hydrogen tax credits in the Inflation Reduction Act.
