The Alliance applauds Virginia Governor Ralph Northam for signing an omnibus energy bill (SB 966) into law today. SB 966 takes an important step to increase the use of combined heat and power (CHP) and waste heat to power (WHP) in Virginia by directing Dominion Energy—Virginia’s largest utility—to consider CHP as either a demand-side energy efficiency measure of a supply-side generation alternative in its integrated resource planning process. The bill sets clear efficiency requirements for eligible projects, ensuring that they offer environmental and economic benefits for Virginians. SB 966 will ultimately increase deployment and help Virginia achieve its large potential for CHP—bringing benefits to the utility, its ratepayers, and the environment. We applaud both Governor Northam and the General Assembly for their leadership on this issue.
