The Alliance filed comments with the Minnesota Pollution Control Agency urging the state to consider industrial energy-efficiency options, particularly combined heat and power (CHP) and waste heat to power (WHP), for inclusion in the state’s proposed Clean Power Compliance Plan. Our comments note that if Minnesota were to install only 25 percent of its technical CHP potential, it could achieve as much as 30 percent of its CPP emissions target. We commend Minnesota’s continued dedication in developing a state compliance plan despite the Supreme Court stay of the rule and proposed Minnesota House Bill 333, which would prohibit the MPCA from submitting a plan to EPA unless first approved by the state legislature.
