July 2, 2025 — The Northeast Chapter of the CHP Alliance submitted comments to the Massachusetts House Telecommunications, Utilities, and Energy Committee regarding H.4144, An Act Relative to Energy Affordability, Independence, and Innovation.
This bill would phase out the Alternative Energy Portfolio Standard (APS), which currently provides incentives for various technologies, including combined heat and power. Phasing out the APS would discourage the use of CHP, increase costs for energy users, and undermine reliability at critical facilities.
The NE Chapter urged the committee to amend the bill to preserve the APS, or at a minimum, include protections for existing CHP systems including those at hospital, universities, and industrial sites. CHP is a long-established energy efficiency and cost savings technology that supports Massachusetts’ decarbonization goals while delivering significant resiliency benefits.
