The Alliance for Industrial Efficiency is pleased to support Senator Shaheen’s (D-NH) Heat Efficiency through Applied Technology (“HEAT Act”), which the Senator plans to introduce this term. The HEAT Act helps establish best practices to overcome key regulatory barriers that have prevented CHP and WHP from reaching their full potential. In particular, it requires the federal government to develop model rules for streamlined and consistent interconnection procedures and standby and backup rates that reflect the actual costs CHP and WHP systems place on the grid. The HEAT Act also creates a new voluntary grant program to help states develop clean air rules that account for the benefits of CHP.
