The Alliance for Industrial Efficiency responded to the Iowa Utilities Board (IUB) request for comments on distributed generation. Our comments urged the IUB to extend the existing net-metering provision to include CHP and to remove the proposed 500 kilowatt cap. The Alliance further asked the IUB to limit standby rates for CHP customers to circumstances where the utility is unable to otherwise recover the costs associated with providing occasional supplemental, backup, or maintenance support.
