The Alliance submitted comments to the Department of Energy thanking the Agency for including CHP and WHP among the Advanced Fossil Energy Projects eligible for federal loan guarantees. Our comments note the Alliance’s concern, however, that the fee structure proposed in the draft solicitation will discourage applications from CHP and WHP developers and end users. Among other things, the draft program includes a non-refundable $1,000,000 application fee. The Alliance suggests reducing this cost to ensure that the application process is not cost-prohibitive.
