Alliance Submits Comments on Treasury Priority Guidance Plan

May 28, 2026 (Washington, D.C.) – The CHP Alliance submitted comments in response to the Department of the Treasury’s request for Items to be Included on the 2026-2027 Priority Guidance Plan (Notice 2026-23).

In our filing, we urged Treasury and the Internal Revenue Service (IRS) to prioritize guidance amending the Sections 45Y and 48E tax credits, summarizing our December 2026 comments. Guidance for these credits need to be updated to align with statutory changes made by the the One Big Beautiful Bill Act, which directed Treasury to use International Organization for Standardization (ISO) standards to determine eligibility for these credits. CHP systems have net-zero emissions under ISO standards and should therefore qualify for the Sections 45Y and 48E tax credits.
