The Alliance submitted comments in response to the Senate Finance Committee’s Energy Tax Reform Discussion Draft today. The Alliance commends the Finance Committee for developing a technology-neutral tax proposal and believes that such a proposal could help create opportunities for clean-energy technologies like CHP and WHP, which produce electricity with substantially lower emissions than conventional power generation. The Alliance raises concerns, however, that the draft proposal does not adequately credit CHP because it fails to consider both thermal and electric output when assessing emissions. Our comments urge the Committee to modify the Tax Reform Proposal to consider both thermal and electric output and highlights a straightforward approach for doing so.
