Alliance Comments on EPA’s Proposed New Source Performance Standards

The Alliance filed comments on the EPA’s Proposed New Source Performance Standards (NSPS) for Greenhouse Gas (GHG) Emissions from New Power Plants. Our comments commend EPA for including incentives for combined heat and power in the proposed rule. In particular, by setting an output-based emission standard, the proposed rule rewards facilities that have the highest output of energy and the lowest output of pollutants. The proposed rule further encourages investments in CHP by crediting these systems for avoided transmission line losses and by recognizing a large portion (75%) of their thermal output. The Alliance urges EPA to strengthen these provisions by increasing the line-loss credit to be consistent with national, average line losses and to credit all of the thermal energy produced by CHP systems.
