Today, the Alliance filed comments with the Iowa Utilities Board (IUB) highlighting the benefits and obstacles facing combined heat and power and waste heat to power along with policy recommendations to increase deployment in the state. Our comments highlight three categories of barriers: (1) lack of markets supporting development, (2) high up-front costs, and (3) unfavorable utility policies and identify policies that the IUB and other leaders in the state can adopt to help overcome them.
