Today, the Alliance filed comments with the Indiana utility commission (IURC) on considerations to resurrect and improve Indiana’s demand-side management (DSM) and energy-efficiency policy in the state. These comments urge the IURC to: (1) refrain from allowing industrial customers to opt-out of energy-efficiency programs; (2) authorize large customers to take part in self-direct programs and institute an adequate evaluation, measurement and verification (EM&V) and energy-savings requirement; and (3) adopt policies that facilitate deployment of CHP and WHP in the state, including expanding net metering to include CHP, adopting a streamlined interconnection process, and eliminating any discriminatory standby rates. The IURC inquiry is particularly timely as Indiana begins to consider how it will comply with Environmental Protection Agency’s (EPA) proposed greenhouse gas standards for existing power plants (111(d)).
