Today, Jennifer Kefer testified at the EPA public hearing on the Clean Power Plan in Washington, D.C. Jennifer commended EPA for proposing a flexible rule that allows power plants to look outside the four walls of their facilities and take advantage of low-cost greenhouse gas reductions from CHP and WHP in their compliance plans.
