Alliance Endorses DODESA

Today, the Alliance endorsed portions of the Department of Defense Energy Security Act of 2015 (DODESA) that will encourage deployment of combined heat and power and waste heat to power on military property. In particular, Section Eight of the Act requires military bases to assess all critical electrical loads for military missions and to consider measures that would make the electrical supply more resilient. It further requires the Department of Defense to develop a methodology for quantifying the benefits of resilience. Finally, the Act supports the use of several important financing tools that can be used to pay for distributed generation projects. These provisions will encourage additional use of CHP and WHP on military property, helping to make these installations more resilient in the face of extreme weather events that may compromise the grid.
