Alliance Urges Ranking Senate Energy Committee Members Not to Advance PURPA Contract Amendment

This morning, the Alliance sent a letter to the leadership of the Senate Committee on Energy and Natural Resources urging Chairwoman Murkowski (R-AK) and Ranking Member Cantwell (D-WA) to not advance S.1037 or incorporate any of its language into an upcoming bipartisan energy package. The bill, introduced by Sen. Risch (R-ID) in April, would eliminate the requirement that utilities purchase power from small CHP facilities as required by PURPA. This provision, enacted in 1978, is a key source of revenue for CHP and WHP facilities, as CHP deployment increased 550% from 1980 to 2000. If passed, S.1037 would undermine this progress and eliminate critical support for CHP and WHP technologies.
